š Job Description
The Environmental Specialist ā Chemical will act on behalf of the Competent Authority and serve as the National Focal Point for:
- Basel Convention (BRS)
- Minamata Convention
- Vienna Convention
- Montreal Protocol
- Global Framework on Chemicals (GFC)
š Key Responsibilities
Convention Compliance & Enforcement
- Monitor compliance of national practices with global chemical conventions
- Advise on enforcement mechanisms
- Provide administrative, technical, and procedural support to the directorate
Policy Development
- Lead development and implementation of national policies for industrial, agricultural, and consumer chemicals
- Implement theĀ National Integrated Chemical Management & Safety Framework
Chemical Management
- Manage import ofĀ Persistent Organic Pollutants (POPs)Ā and globally banned chemicals
- Provide strategic input for sound chemicals management across life cycles (production, import, storage, use, transport, disposal)
- ImplementĀ Globally Harmonized System (GHS)Ā for labeling and classification
Reporting & Coordination
- Lead preparation of mandatory reports for chemical-related international conventions
- Liaise with government departments, private sector, and international organizations
- Represent Pakistan in regional and international forums
Project Development
- Develop project proposals and funding applications for chemical management initiatives
- Source funding fromĀ GCF, GEF, and other donor agencies
- Monitor project implementation and ensure alignment with national policies
Capacity Building
- Plan and implement awareness-raising and capacity-building activities
- Develop strategies for intersectoral collaboration
Budget Management
- Monitor expenditures and identify areas for cost reduction
- Ensure budgets are well managed

Required Qualification

Required Experience
- 10 yearsĀ post-qualification experience in Government/Semi-Government/Autonomous/Private organization
- Experience in aĀ supervisory capacityĀ in chemical management projects
- Essential:Ā Experience working withĀ international agencies/NGOs
Preferred Experience
- Previous experience withĀ Ministry of Climate Change and Environmental Coordination
- Experience managingĀ PSDP or donor-funded projects
- Familiarity withĀ project cycle management
Technical Knowledge
- Sound knowledge of:
- Sound management of chemicals
- Governance and compliance mechanisms
- National regulations and international conventions on chemicals
- Experience leadingĀ technical teamsĀ for chemical management
- Experience inĀ institutional linkages,Ā capacity building, andĀ awareness raising
- Proficiency inĀ MS OfficeĀ and statistical packages
